The Government of Himachal Pradesh on November 14, 2025, has proposed amendments to the Himachal Pradesh Lease Rules, 2013 in exercise of the powers conferred under section 13 of the Himachal Pradesh Village Common Lands Vesting and Utilization Act, 1974 (Act No. 18 of 1974) and section 26 of the Himachal Pradesh Ceiling on Land Holdings Act, 1972 (Act No. 19 of 1973).
The draft Himachal Pradesh Lease (Amendment) Rules, 2025 have been published in the Rajpatra (e-Gazette), Himachal Pradesh for public information. Stakeholders or individuals likely to be affected may submit their objections or suggestions to the Additional Chief Secretary (Revenue) within 30 days from the date of publication of the draft notification in the Rajpatra (e-Gazette).
The amendment proposes to substitute the first proviso under Rule 7 of the Himachal Pradesh Lease Rules, 2013, restricting lease grants to a maximum of 40 years, except in cases where the lease is granted to the Himachal Pradesh Housing and Urban Development Authority (HIMUDA), where the period may extend up to 80 years.
